Can masah be done over hijab for wudhu in public?

Is it permissible to do masah over hijab when performing wudhu because sometimes women are in market, where it is so difficult to pen the hijab?

No, it is not lawful to do masah over Hijab. The fardh of masah shall not be fulfilled. She should do masah behind some partition.
