Please guide me regarding car insurance and third party insurance. Here in Japan, in case of an accident, we have to pay very heavy penalty to the other party, may be many times of our monthly salary. So in this case can we insure our cars or not?

It is not allowable to get the car insured as it contains interest or gambling, but if there is some legal compulsion then it is allowable.
