Is Azizia part of Mecca?

Assalāmualaikum Wa Rahmatullah.

I would like to know the ruling for the following:

Is Azizia part of Mecca Mukarramah? If a person is going to be in Mecca Sharīf and Azizia for more than 14 nights, will he be made a Musāfir?

Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

The Darul Iftaa is of the view that Azizia is not part of Mecca Mukarramah.  If one intends to reside in Mecca Mukarramah for fifteen days, he will be a Muqīm. [1] However if one intends to take up residence in Mecca and Azizia jointly for fifteen days, then he will be considered a Musāfir.

[1]  (قوله كما لو نوى مبيته بأحدهما) فإن دخل أولا الموضع الذي نوى المقام فيه نهارا لا يصير مقيما، وإن دخل أولا ما نوى المبيت فيه يصير مقيما ثم بالخروج إلى الموضع الآخر لا يصير مسافرا لأن موضع إقامة الرجل حيث يبيت به حلية.(رد المحتار، ج 2، ص 126، سعيد)
