Just seeking some clarity about the fatwa that eggs with blood is not permissible? Is this if the eggs are uncooked as meat has blood but once cooked it is permissible. There is a type of cooked eggs called sunny side up , where the yolk is still runny but if you scramble the eggs and cook them is this permissible?

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
The analogy of blood in eggs on blood in meat is non-analogous. Once the animal is slaughtered, the flowing blood is removed. The redness in the meat is not blood.
If the blood spot appears larger than the size of dot, then consuming such eggs is not permissible regardless how it is cooked or prepared.
However, if the blood spot is of the size of dot, then it will be pure and can be consumed. [1] [2] [3]

فالبيض إذا كان به دم فإنه يصبح نجسا، وقد نص الفقهاء على تحريم أكل البيض المذر، أي الفاسد كالذي استحال دماً، ولكن لما كان هذا الدم عبارة عن نقطة صغيرة فإنهم استثنوها من ذلك، قال الخرشي في شرحه لمختصر خليل: وأما ما يوجد من نقطة دم في وسط بياض البيض، فمقتضى مراعاة السفح في نجاسة الدم الطهارة في هذا كما في الذخيرة. قال صاحب الحاشية عليه: أي فتلك النقطة طاهرة
