Answer
A girl should be trained to wear a scarf as soon as she reaches an age where you would consider her to be growing up. Girls mature earlier than boys. Some girls start menses at the age of nine and others later than that. For this reason, the Ulama say that from this age of nine a girl should be trained to wear Hijaab so that when she does reach the age of puberty (which can differ in every individual) it is not hard for her, she is already in the habit of it.
