Does the person need to seek forgiveness from the second person in addition to making Tawba?

Mufti Shaheb, Somebody (male) has touched the private body parts of another person(male) intentionally. Is just making Tawba is enough for him, or he has to seek forgiveness from the second person? Jazakallah

Answer

(Fatwa: 1157/1157=M/1429)

It is sufficient to repent to Allah. If that person felt some resentment or he was hurt then one should apologized to him.
