Do we have to shave scrotum/anus area?

Do we have to shave scrotum/anus area? Also, I have tried but its difficult to cut hair in that area since you can not see and can cut yourself.
The rulings regarding the shaving of the pubic hair entail that too, so, with care and precaution you should shave that as well. If you don’t find something to cut it with then you can use lotion.
