Does witnesses are required at the time of pronouncement of Triple Talaq in the absence of wife and also at the time executing the Talaqnama under Hanafi Law? please provide clear position in the light of Hanafi Law?

The presence of witnesses is not necessary at the time of giving talaq or getting talaq paper written, talaq takes place without presence of witnesses as well:
طلقها بين يدى الشهود أو بحضرة الشهود فطلقها بلا حضور هما وقع و ذكرالحضور مشورة (الفتاوي البزازيه على هامش الفتاوي الهنديه: 4/184)
