Question:

Is a woman allowed to marry another man if her husband has given her one divorce or does she require three divorces

Answer:

Bismillah

When your husband sent you one talaq then one talaq has occurred irrespective of whether you were present or not. However, the husband can take his wife back if he revokes the divorce before the ending of the three menstrual periods (if his wife still menstruates) or three months. The choice of taking the wife back lasts only during the iddah period (three menstrual cycles). At the expiry of this time, the choice of taking the wife also expires. (Bahrur Raaiq p.50 v.4)

However, if the iddah expired without the husband taking his wife back the marriage will break and they wish to get back together again they will have to remarry without the need for a Halalah. If they do not want to get back together then at the expiry of the iddah the husband and wife can go their separate ways and can marry someone else.

In a nutshell, three divorces are not required for your marriage to be severed from your husband. If your husband gave you one divorce and he did not revoke the divorce within the three menstruation cycles, your marriage will come to an end at the expiry of the iddah.
