I have heard of Dua-e-Nazeelah which should be read after ruku in the second rakaat of the Fard of Fajr Salaat. If the Imaam wishes to read it in Jamaat, should he do so aloud or silently? Jazakallahu-khair.

Yes, the Imaam should recite the Qunoot-e-Naazila loudly.
