Asak Brother, I would like to know wheter,I can pay the traffic fines or any penalties from the interest amount of the amount kept in a bank. May Allah bless all muslims in the world. Allah Hafiz

(Fatwa: 78/78=D/1429)
The amount of interest should be withdrawn from bank and given in charity to the poor and needy without an intention of reward. It cannot be given in penalties mentioned in the question.
