Is an endowment for teaching Quran considered among Zakah disbursement channels?

All perfect praise be to Allah the Lord of the Worlds. May Allah`s peace and blessings be upon our Prophet Mohammad and upon all his family and companions.
It doesn`t avail to give one`s Zakah to Quranic centers as the latter isn`t among the eight categories eligible to receive Zakah as stipulated in Chapter At-Tawbah, Verse 60. However, a Muslim who borrows money to establish such a center and becomes indebted as a result is allowed to receive Zakah for, in this case, he comes within the category of debtors. And Allah the Almighty knows best.
