Missed Fajr Sunna Prayers

Question: Are the pre-Fajr sunna prayers made up if missed?

Answer:

In the Name of Allah, the Most Merciful and Compassionate

The emphasized sunna prayer before the Fajr prayer is only to be made up if (a) the sunna prayer was missed along with the obligatory prayer and (b) the sunna prayer is made up on the same day prior to the sun being at its zenith just prior to the Dhuhr prayer [Shurunbulali, Maraqi al-Falah].

If the sunna prayer alone was missed it is not made up [Shurunbulali, Maraqi al-Falah].

However, for the sake of keeping a consistent routine, scholars have instructed that one can pray voluntary prayers in place of the sunna prayer that was missed not as the make-up of that prayer but rather to make up for the missed opportunity.
