What is the witr prayer and when do you pray it?

I was reading an answer about prayers,when I came across a prayer called “witr prayer”!I never heard of it before,I thought only the five prayers a day were obligatory,but I read that the witr is also obligatory!could you please comment on this and also describe when and how this prayer is prayed?
