Understanding One Talaaq: What Does It Mean and Is It Sensible?

Q: A friend of mine says that her husband gave her the control of one talaaq. What does this mean? And does it make any sense?

A: Talaaq is the sole right of the husband. However, if the husband wishes, he can give his wife or anyone else the right to issue the talaaq.
