Making salaam to a person at a distance

Q: If a person is far away (so far away that he can not hear us) and we want to make salam to him. How should we do it? Should we say salam with the mouth and make a sign or just make a sign? How will this person reply to our salam? Will it be wajib to answer salam? Will he have to answer with the mouth only or by sign?

Bismillaah

A: Make the salaam verbally.

If he hears it it will be wajib to reply.

And Allah Ta’ala (الله تعالى) knows best.
