Are problems in life tests or punishment?

Q: If a sinful muslim has too many problems and issues in life, are they tests or punishment from Allah?

Bismillaah

A: Sometimes it is a test and sometimes it is a punishment.

And Allah Ta’ala (الله تعالى) knows best.
