Using someone’s wifi without their permission

Q: I want to ask you something? Can I use my neighbour’s Wi-Fi without his/her permission? Although I don’t know from which house this wifi belong otherwise I’d ask for permission. And one thing to be noted that if I use or not it don’t cost them extra because WiFis are on monthly basis. Please let me know jazakallah khair.
