Is this an “Avenue of Zakah”

The Shelter’s administration is run by Muslim women, and they are paid salaries for their services; rent and utilities are also paid by the Shelter to various service providers.

A qualified/learned person informed me that it is “Zakah” only in the hands of the person giving it, and not “Zakah” in the hands of the receiver and it can be used for non-Muslims at the shelter.

Please can you confirm if this is correct, as I need clarity on this important matter.

A: Haamidaw wa Musalliyaa
    
Zakah may only be given to the eligible and deserving Muslim women at the shelter. Such funds cannot be given to non Muslims. Tamleek (making the recipient the owner) is a condition for the discharging of one’s Zakah and a non Muslim cannot be a recipient of Zakah.
