Yes, it is true that Maulana Rasheed Ahmad Gangohi termed crow as ?halal?. There are many scholars of Fiqh who call it halal:
وفی العالمگیریۃ: والغراب الذی یاکل الحب والزرع ونحوھا حلال بالاجماع، 5/289، بدائع: 5/39، کنز البیان: 218، قدوری: 226، الدر المختار مع الشامی، شرح وقایۃ، ھدایۃ، فتاوی سراجیۃ، احکام القرآن للجصاص وغیرھا۔
