Muqtadi should not recite the Quran not even Surah Fatihah behind an imam, whether the salah is silent like Zuhr and Asr or it loud:
والمؤتم لا یقرء مطلقا ولا الفاتحۃ في السریۃ اتفاقاً (درمختار(
