Asalamoalaikum. Do muslim females have to cover their hair infront of non muslim females? Is it allowed to ask a non muslim female to wax the forearms of a muslim female?

(Fatwa: 196/196=M/1429)
(1) The non-Muslim women are like strange men; therefore Muslim women should not uncover their hair to non-Muslim women:
والذمیۃ کالرجل الأجنبی في الاصح فلاتنظر إلی بدن المسلمۃ (در مختار)
(2) It is not right.
