My cousin brother was mentally disturbed and was under immense frustration due to family problems. One of the main reason of his irritation is the adulterous relationship of his father. He use to be a religious person but due to unpleasant situation is no more religious. One day due to the outburst of emotion tore a Quran and threw it away. Kindly guide what is to be done?

It is drastic desecration and insult to tear the holy Quran and throw it. Such person ought to do tauba and istighfar. You should make him understand and get him treated if he is mentally challenged.
