Does this hadith refer to seeing one’s own satr without any necessity or reason?

I have heard in a hadith whose meaning is as follows: Allah curses the person who sees the satr. What does this hadith mean? Can the person see his own satr without any necessity or reason? Or he too can’t? Does this hadith also point to one who sees his own satr without any necessity or reason? Please reply soon.

We could not find the above mentioned hadith. However, Ulama have explained that it is necessary to cover the satr in privacy as well; hence it is necessary to cover the satr in privacy. Also it shall be unlawful to watch one’s own satr without need. The sart which is necessary to cover for men in privacy it is from novel to knees.
ووجوبه عام ولو فى الخلوة على الصحيح (در مختار) قال فى الشامى قوله ولو فى الخلوة أى إذا كان خارج الصلاة يجب الستر بحضرة الناس إجماعاً وفى الخلوة على الصحيح ….. ثم إن الظاهر أن المراد بما يجب ستره فى الخلوة خارج الصلاة هو ما بين السرة والركبة فقط . (در مختار مع الشامى: 2/75)
