Is there an Islamic basis for delaying the Rukhsati after the Nikah ceremony?

Is their an islamic basis for rukhsati. Basically I am looking to do my Nikah in the next few days, but the brides family want the bride to stay with the family until after Ramadan. I have two questions. Firstly is this permissible, secondly if we do Nikkah are we allowed to have sexual relations before Rukhsati?

Rukhsati is not necessary just after Nikah. Hazrat Ali (Raziallahu Anhu) was married to Hazrat Fatimah (Raziallahu Anha) in 1 Hijra year while the Rukhsati took place in 2 Hijra after the Battle of Badr. (Isabah, Biography of Hazrat Fatimah)

(2) It is allowed to have sexual relation after Nikah before Rukhsati as the rule of Shariah, but this is not considered good in society; therefore you are suggested to avoid having sexual relation before Rukhsati.
