Can I make a niyah of giving house rent to my parents and include it in my HRA?

I have a query about house rent allowance. My company approves a HRA of 62000. I reside in a rented house in Hyderabad with a rent around 4500 per month. I am basically from Nanded where my parents reside in a house owned by them. In the light of below fatwa, http://www.darulifta-deoband.com/home/en/qa/11589 We (me, my wife and my child) used to go to Nanded and reside there, sometimes my wife and my child used to stay for months to support my mother if my Bhabhi was not there. My parents are not dependent on me and self sufficient, even then I spend some money on them as and when required. So, can I make a niyah of giving house rent to them and include this money in my house rent. Alhamdulillah, I pay zakah fully and do not want to waste 22000 (amount of money I lose if I show my rent as 4500) to corrupt government.
