One of my friends has made permanent tattoo on his hand. So respected Mufti sahab my question is whether he can perform ablution and pray salah in the presence of that permanent tattoo on his hand which can’t be removed?

Since tattoo does not prevent water to reach the skin, rather the skin becomes wet by washing and using water; hence his wudhu and salah both are valid.
