What percentage of government jobs are commission-based?

I am working as engineer in irrigation department in Uttarakhand Government. As usual here is commission [bribery] system. You have to take it irrespective of work quality. It is given by contractors to everyone in hierarchy ie from top to bottom. Work quality/quantity will be same if I take our commission or don’t take, in both situations. If I don’t take they will use it in party (in wine and girls). Can I take my commission and distribute to needy and poor people? (if it doesn’t cause any sin to me). Or what should I do? Please help me I am very worried.

You would better not receive the money of bribe so that the right of other is not attached to you. In whatsoever place they use the amount they shall be accountable for the same, you shall not bear its repercussion.
