A govt. sector primary care hospital, located in a region where mostly poor people live (although govt. employees and wealthy also visit but less). Hospital is deficient in necessary equipment, furniture and medicines and govt. is not doing anything about. Can zakah money be used to buy these things for better function and facility?

It is necessary to give the zakah amount in the complete possession of the poor and needy ones; otherwise zakah shall not be paid. In the question mentioned above, it is not correct to use the zakah money directly to buy the said things.
