What is the consequence for falsely accusing someone of being GUMRAH in Islam?

In Islam what is the meaning of GUMRAH, how we can know that he is gumrah?
If A person tells that B person is gumrah, if B person is not GUMRAH then what will happen to A person?

(Fatwa: 1390/1062/B=11/1434)

(1) Gumrah means: rebel, astray, deviant, impious etc.
(2) He committed a sin by abusing him as it is mentioned in hadith:
“سباب المسلم فسوق ومتاله كفر” متفق عليه (مشكوة رقم الحديث: 4814)
