I live in Islamabad the recent flood hits our district of Nowshera our college announces scholarships for flood affected area students from USAID i also submited my name.we have lost nothing in flood but as the scholarships were for the students belonging to that area so i also applied now will that be jaiz for me?

Enquire the people in charge of the college, if as per the rule you are eligible to receive the scholarship you are permissible to receive it, otherwise not.
