Assalam-o-alaikum i have fracture on my both ankle due to which i can,t sit while doing toilet & thus i am not able to wash my penis so can i keep fast in such condition

Yes, you can keep fast in this condition. Hadas asghar (minor impurity i.e. passing wind, urine and stool) will not bar to keep fast.
