Do widowers have to be married to be considered a couple?

Assalamu alaikum
Both husband and wife are widowers if married together
1. The childrens of both the widowers should be treated us one family members or not.
2. Whether the second husband become a father to the first (deceased) husband’s children or not.
3. Whether the second wife become a mother to the first (deceased) wife’s children or not.
We need a legal openion as per shariath law.

(Fatwa: 1087/824/L=1431)

(1) Yes, they should be treated like a family member.
(2) The second husband will not be the real father of the children of first husband. However the children should treat him like father and he (second husband) should treat them like his children.
(3) Same as number 2.
