The ruling for alcohol mixed in oil is that if it is made of halal ingredients like wheat, potato etc as is the usually the case with Indian alcohol, then it is allowed to apply it in hair, and Salah can be offered with it. And if it is made of unlawful ingredients then one should avoid it.
