The answer to your question is as follows:
A menstruating woman is not allowed to do tawaf. For, it is done in masjid and she is not allowed to enter the masjid being in period. She can do saee which is done outside the masjid premises. (2) In Umra it is very important to do all arkan in order. So, one is not allowed to do Saee before Tawaf.
وتقدیم طوافہا علی السعی شرط لصحۃ السعی و تقدیم سعیہا علی ا لحلق واجب (غنیۃ الناسک ص:١٩٧)و لایجب الطہارۃ عن الجنابۃ و الحیض سواء کان سعی عمرۃ او حج لانہ عبادۃ تؤدی لافی المسجد الحرام و الاصل ان کل عبادۃ تؤدی لا فی المسجد الحرام فی الاحکام المناسک فالطہارۃ لیست بواجبۃ لہا کالسعی و الوقوف بعرفۃ والمزدلفۃ(غنیۃ ص:٧٢)
