Can Masjid use specific project funds somewhere else?

As salāmu alaikum respected Ulamā kirām,

Kindly advise regarding the following scenario,

An Islamic organization appeals to members of the community of xyz city to donate towards a project (example parking lot). The Islamic organization subsequently raises $100,000 for the parking lot. After giving it some thought, the board disapproves of the idea of using the funds raised for the parking lot in actually acquiring the parking lot, instead opting to use the funds for a musallā elsewhere. Are the community members entitled to voice their disapproval at the funds being used contrary to what was mentioned at the outset, or does the board have the final say, as per their discretion, to use the funds?

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

If an organization appeals for funds for a specific project and donors contribute to that specific project, then the organization becomes representatives (wakil) on behalf of the donors. Representatives are bound to act according to the dictates of the principle person (muwakkil). Accordingly, the organization cannot invest the funds donated for a parking lot in a musalla elsewhere without the consent of the donors.[1]
