assalam-o-alaikum! I wanted to know if zakat can be givne towards building of a mosque in foreign country.For e.g. for a mosque being built in USA.I live in USA too.Jazakallah
In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.
In principle, tamleek (to hand over in ownership) is a condition for the validity of zakaah. Tamleek takes place through a human being. Tamleek does not take place in the case of a cause or a building as they do not have the direct ability to assume ownership like in the case of a human being. The recipients of zakaah[1] must assume ownership of the zakaah given to them. Masjids and their boards are not legitimate recipients of zakaah and nor can the condition of tamleek be fulfilled through them directly.
Accordingly, zakaah cannot be given towards the building of a mosque.

ولا يجوز أن يبني بالزكاة المسجد وكذا القناطر والسقايات وإصلاح الطرقات وكري الأنهار والحج والجهاد وكل ما لا تمليك فيه ولا يجوز أن يكفن بها ميت ولا يقضى بها دين الميت كذا في التبيين.
