What do the Ulama say about application of zakah on unused house hold utensils made up from brass, silver etc. It is to note that these utensils are used once in 3 to 4 years time.

Zakah shall be wajib on the articles of silver whether they are in use or not provided the conditions of zakah is found. There is no zakah on the articles of brass though they are not used even once during 3-4 years.
