Is it allowed to read the holy Quran by sitting behind a person? If it is so like in on Jumuah 1st row is completely full. So there is no option but to sit behind a person and read Quran. Please let me know.

It is allowable. If both the rows sit opposite to each other so that the holy Quran is not behind back side then it is better. And if it is not possible then there is no harm in following the first method.
