Do I Need to Make Hijra to a Muslim Country?

Answered as per Shafi'i Fiqh by Seekersguidance.org

Question: If I cannot call the azan aloud in the country in which I live, do I have to move to a Muslim country (hijra)?

Answer:

Wa alaykum assalam wa rahmatullahi wa barakatuh,

Dear questioner,

Thank you for your important question.

Calling the azan is a sunna and not an obligation. (al-Muqaddima al-Hadramiyya, Ba Fadl)

There is no obligation to move to a Muslim country if you can practice your religion freely regarding issues that are agreed upon.
