Can Zakat be given to non-Muslims?

There seems to be some Muslims who believe that zakat can be given to non Muslims.  Could you please state if there are any authentic dalil (Qur’anic ayat, ahadith of the Prophet (May peace and blessings be upon him, or sayings of the ulama) which state who deserves the zakat of the Muslims.
