Is zakaat waajib on a person who is still paying monthly instalments on his car

Q: If a person bought a car but hasnt paid in full. Eg. the car costs R100 000 and monthly he is paying R2000 towards the car. His total cash is R50 000. Is the R100 000 a debt on him? Does he still have to pay Zakaat?

A: The entire amount that is outstanding for the car is a debt upon him. If after deducting all his debts and liabilities his total zakaatable assets reach the nisaab of zakaat, zakaat will be waajib upon him.

And Allah Ta’ala (الله تعالى) knows best.
