A: It is mustahab.

( ومسح الرقبة ) بظهر يديه ( لا الحلقوم ) لأنه بدعة

قال الشامي في رد المحتار : قوله ( ومسح الرقبة ) هو الصحيح وقيل إنه سنة كما في البحر وغيره (رد المحتار 1/ 124)
