Answered as per Hanafi Fiqh by Muftionline.co.za

Q: If a person is liable for zakaat, can he use his childrens money without asking them instead of taking zakaat?

Bismillaah

A: If he does not have wealth, it will be permissible for him to use his non baaligh children’s wealth to fulfil his basic needs (food, etc.).

And Allah Ta’ala (الله تعالى) knows best.
