From which point should safar distance be calculated

Q: I have a question regarding qasr.

The distance between Pietermaritzburg and Durban is 77 km which is not qasr distance. I’ve heard a few people saying that if you continue traveling around the area e.g. to North Beach or Westville then you should start reading qasr salah. Is this correct? If it is, then would you still be regarded as a musaafir if you spend nearly every weekend in Durban?

A: One will calculate the safar distance from the border of the place one leaves to the border of the place one is travelling to. Hence, if a person is travelling from Durban to Pietermaritzburg, he will commence calculating the safar distance from the time he leaves the border of Durban and goes onto the highway. From that point he will commence calculating the safar distance. If from that point till the border of the place he is travelling to is safar distance or more, he will be a musaafir.
