From which point should one begin calculating the safar distance?

Q: How do we calculate safar distance in the following cases: 

1. From the boundry of the town to the boundry of the next town or to the suburb we intend going?

2. If travlling from Pietermaritzburg to Virginia what boundry will I use, Virginia or Durban boundry?

A:

1. You should calculate from the boundary of the area you are departing from to the boundary of the suburb you are travelling to.

2. Virginia.
