Claiming VAT under a false pretext

Q: We know that there are businesses in South Africa which claim to send goods cross border but don’t send it for profit gain. These goods are kept in SA and sold locally and the VAT or duties are claimed. Is this jaaiz?

Bismillaah

A: We will not say that this is haraam, but Muslims should not be engaging in these types of practices.
