Answered as per Hanafi Fiqh by Muftionline.co.za

Q: What is the Shar’ee status of  Qasam on the Qur’an? Is it valid? If one does not fulfil his Qasam, then what will be the effect?

A: The qasam will be valid. If one did not fulfil the thing upon which he has taken qasam on, then kaffara will be waajiib.

And Allah Ta’ala (الله تعالى) knows best.
