I have a friend whose father is a blasphemer (or a “Murtad”). He has written a book against the Prophet(saw)and against Ahle Bait. I have heard from somewhere that he has apologized for that but i am not 100 percent sure. My question is that is it permissible to make friend a person whose father is a Murtad or Shatime Rasul?

If your friend is on the right track, there is no harm to befriend with him:
ولا تزر وازرۃ وزر اخری۔ الآیۃ
