I recently got married, & before sex i would want to do Foreplay. Is sucking my wifes tongue,cunnilingus is permissible and please let the guidelines to do it better in Islam or else let a better foreplay?

It is allowed to lick the tongue while foreplay, but licking the vagina is not allowed:
وفی النوازل اذا دخل الرجل ذکرہ فی فم امرأتہ قد قیل یکرہ و قد قیل بخلافہ، کذا فی الذخیرۃ (عالمگیری، 5/372) و فی أحسن الفتاوی: أقول المبیح مجھول منکر و قولہ مردود شرعاً و عقلاً (8/45)
